Local Law 152 due dates for 2028

Buildings in community districts 1, 3 and 10, in all five boroughs, must have their gas piping inspected by 31 December 2028. That is 71,689 buildings, the largest of the four sub-cycles. It is also the start of the third cycle, which matters mainly because it is the first repeat for buildings that were inspected in 2024.

The cycle just repeats

There is no new schedule for Cycle 3. §103-10(a)(4) sets each sub-cycle as a year “and every fourth calendar year thereafter”, so a district's lane never changes. Sub-cycle A was 2024, is 2028, will be 2032.

If your building was inspected in 2024

Then 2028 is your repeat, and the useful thing to do now is find the 2024 paperwork. The inspection report lists any conditions requiring correction, §103-10(d)(1)(ii). If corrections were flagged and closed out, the same components are the ones to look at first. If they were flagged and never closed, that is an open item that did not go away.

What will be different by 2028

Three things have already changed since the last time Sub-cycle A came round, and they will all be in force.

Filing is in DOB NOW: Safety, and has been since 27 July 2026. The paper GPS2 is gone. The old eFiling portal closed on 24 July 2026.

There are filing fees now. $35 for the certification, $35 for an extension request, $35 for a certification of correction. None of these existed for the 2024 round.

Who may inspect changed on 10 June 2026. An individual working under a licensed master plumber's direct and continuing supervision now needs a journeyman plumber registration issued by DOB and a DOB-approved training course of at least seven classroom hours. The old arrangement, where the master plumber vouched for the individual's experience, is finished.

Two deadlines, not one

Almost every page about Local Law 152 talks about a single deadline. There are two, they are triggered by different things, and missing them costs you different things.

The cycle deadline. Your building has to be inspected by 31 December of its year. §103-10(a)(4) sets the year by community district. §103-10(f) is the civil penalty for not having the certification in by that date: $1,500 for a 3-family building, $5,000 for everything else.

The sixty-day clock. Once the inspection happens, the owner has sixty days from the inspection date to file the certification. §103-10(d)(2). File on day sixty-one and the rule says the filing “will not satisfy the requirement of this paragraph” and “will require a new inspection”. Not a fine. A new inspection, paid for again.

The two interact badly at the end of the year. Sixty days from a 1 December inspection is the end of January, but the penalty under (f) has already attached on 31 December. So the practical window is whichever is shorter. Inspect on 1 December and you have thirty days to file, not sixty. Inspect on the 20th and you have eleven.

This is the single most common way a building that did everything right still ends up with a violation. The plumber came. The work got done. The paperwork sat on someone's desk over the holidays.

Is 2028 a new cycle?

Yes, it starts Cycle 3, but the district schedule does not change. The rule sets each sub-cycle as recurring “every fourth calendar year”, so a district stays in its lane indefinitely.

Do I need a new inspection if I had one in 2024?

Yes. The requirement is a periodic inspection at least once every four years. A 2024 inspection does not carry forward.
