LL152 due date lookup/What changed in Local Law 152 in 2026
Three separate changes landed on Local Law 152 during 2026, on three different dates, and they are easy to run together. Filing fees and the move to DOB NOW came with the 3 January rule amendment. Local Law 142 of 2025 took effect 22 February. The journeyman registration requirement came with a second amendment on 10 June. The DOB NOW cutover itself happened on 27 July.

Before 2026 filing an LL152 certification cost nothing. That is no longer true, and it is the change most likely to catch an owner out, because the fee is small enough that nobody warned anyone.

The fees were adopted on 3 January but DOB did not collect them until the DOB NOW cutover in July. A number of vendor pages written before then still tell readers that filing is free. They were right when they were written.
Note the last two rows. If your building has no gas piping, or piping but no service, the one-off filing is an order of magnitude more than the routine one.
From 27 July 2026, all LL152 transactions are filed in DOB NOW: Safety. The paper GPS2 is retired. The old eFiling portal closed on 24 July and nothing was accepted on the 25th or 26th.
That covers initial certifications, correction certifications, extension requests, property verification, inspection notifications, unsafe condition reports and civil penalty challenges.
DOB's own owner-facing guidance page still links the retired eFiling portal. If you have been following that link and getting nowhere, the portal is not broken, it is gone.
Local Law 142 tightened the qualification in February. The June rule amendment implemented it: an individual inspecting under a licensed master plumber's direct and continuing supervision now needs a journeyman plumber registration issued by DOB, plus a DOB-approved training program of at least seven classroom hours.
The previous approach, where the master plumber documented and verified the individual's experience, is finished. Any guidance describing that arrangement is out of date.
The January amendment added §103-10(h), which sets out grounds on which a civil penalty may be waived: new ownership, government ownership, bankruptcy, a state of emergency, conversion to or misclassification as R-3, a demolished building, a sealed or vacated building, no gas piping system, no active gas service, and gas work in progress.
It also added §103-10(g), covering challenges to a civil penalty. A challenge goes in writing, in a form and manner determined by DOB, within thirty days from the date of the violation.
Both are filed in DOB NOW under Safety, Violations and Notices of Deficiency, Waivers and Challenges.
DOB's service notice of 20 March 2026 records, in the past tense, that DOB “issued Notices of Violations in January 2026” for Sub-cycle A non-filers in community districts 1, 3 and 10. That sub-cycle closed at the end of 2024.
Before that, DOB issued Notices of Deficiency, which are not violations, for Cycle 1 in early 2025 and again in the autumn of 2025.
We are not going to give you a violation count or a dollar total. Several vendor pages describe a 2026 enforcement wave with numbers attached. DOB has not published any, and neither have they.
The four-year cycle and the district schedule are untouched. The sixty-day filing clock is untouched. The penalty amounts, $1,500 for a 3-family building and $5,000 for everything else, have been in place since December 2024. The R-3 exemption is unchanged. The 180-day extension is unchanged except that it now costs $35.
